I usually fight him pre-Plantera using Daedalus and Megashark with chlorophyte bullets because Tsunami and fishron wings make the rest of hardmode significantly easier. you still get it from hallowd mimics (the only way) the closest to your issue is probibly they reduced the drop chanse and even at 25% it dosnt mean by your 4th kill its going to be that drop just each time you kill its 25% while that is stupid considering you killd 17 of em technicly speaking it could take 100 to get the drop or your first.To craft a chain all you will need is one iron/lead bar. In order to make the chains you will also need an anvil to unlock the recipe, and a furnace to smelt your ore into bars.
